It’s well known that the Federation and the Klingons don’t like each other. And sometimes when there is so much conflict it’s good to have a mediator. That’s where the Organians come in.

These non-corporeal beings put an end to the Federation-Klingon War in 2267 following an incident on their homeworld involving Kirk and Kor. In the episode “Errand of Mercy” Kirk attempted to warn the Organian Council that the Klingons planned to conquer their agricultural society. Growing tired of the conflict the Organians revealed their true nature and imposed The Organian Peace Treaty on the two sides.

The Organian Peace Treaty established the neutral zone between the two powers, required each side to grant shore leave at their facilities to vessels of the other party, and set out rules under which any planet disputed between the Federation and Klingons would be awarded based on which side demonstrated the greatest ability to develop the planet.

The Organian Peace Treaty governed relations between the Federation and Klingons until 2293, when it was replaced by the Khitomer Accords.
